The Yankee Pedlar Inn is a Victorian-era gem perched prominently on Main Street in Torrington, Connecticut. First opened in 1891 by Frank and Alice Conley, it quickly became one of the region’s premier hotels and dining destinations, known for its charm, marble floors, and an on-site pub that earned it local fame.
Eventually rebranded as the Yankee Pedlar Inn in 1956, it remained a centerpiece of downtown until its closure in 2015.
Before its closure, Jayson Hospitality Group purchased the property with promises to reopen it under a Best Western brand within a year. They stripped the interior down to the studs, but renovation stalled soon after.
With no activity resumed, the building faced serious vulnerabilities: trespassing, vandalism, flooding, fire risks, and structural deterioration. Roof leaks, rotted window sills, and water penetration through skylights were reported, putting the historic structure “on the cusp of the point of no return.”
Jayson Hospitality also fell behind on property taxes, becoming delinquent nearly $11,000, further escalating the city’s concerns.
In 2021, Torrington officials led by Mayor Elinor Carbone filed for receivership under Connecticut’s anti-blight legislation (CGA § 8‑169aa), aiming to take control of the property for rehabilitation or potential resale with the city recouping expenses via sale or reimbursement by the owner. Over the next few years, the court process included delays, extensions, and negotiations, with Jayson Hospitality repeatedly missing deadlines to secure financing or complete renovations.
Finally, in July 2024, a Superior Court judge granted the Torrington Development Corporation (TDC)—a city-affiliated nonprofit—the role of court-appointed receiver. TDC must now submit a redevelopment plan within 120 days and the judge will review it within an additional 30 days.
In late 2024, Torrington secured a $200,000 state brownfield grant to assess environmental conditions at the 1.62‑acre site—such as potential asbestos or lead concerns—before redevelopment. The initiative is part of a broader state program targeting the revitalization of distressed urban sites.
TDC plans to hire licensed environmental consultants to sample and review conditions, develop a remediation strategy, and attract a development partner. The city hopes to reuse as much of the existing structure as feasible and may take a phased approach depending on the scope.
City leaders, including Mayor Carbone, emphasize the property’s historical and economic value, noting its significance to local identity and potential as a catalyst for downtown revitalization. Conversations are underway with firms experienced in historic preservation, including Parker Benjamin PDC, which has local development experience.
The sale still awaits the judge’s approval; no hearing date has been scheduled yet. Jayson Hospitality is expected to oppose the petition or challenge the receivership, though they have not submitted development plans or contested termination of receivership.
With control transferred to the Torrington Development Corporation, the longstanding saga of the Yankee Pedlar Inn is entering a new chapter. While significant challenges remain—from remediation to securing a vision-aligned developer—the combination of philanthropy, legal authority, and state funding offers a real chance to restore the landmark. If successful, the historic inn may return not only as a preserved artifact but as a vibrant economic and cultural anchor for downtown Torrington.
